No, you can visit independently. However, a tour is much more convenient. DIY vs Tour explains that tours provide direct boat transfers, gear, and handle all fees. DIY travel requires taking a bus to Malatapay Wharf and chartering a public boat.
Foreigners pay a 300 PHP environmental fee. Local tourists pay a reduced fee of 100 PHP. A Malatapay Wharf terminal fee of about 10 PHP also applies. You must also pay 300 PHP for a local snorkeling guide, which covers up to 4 people.

Wonderful tour! Our boat crew and snorkel guide were fabulous- friendly, informative, and ensured both a safe trip and snorkelling experience. Big shout out to Bob our snorkel guide who had an eye for spotting sea turtles, eels, giant clams, etc for us to get closer to and would take pictures of us underwater with my camera. Yummy lunch as well. Highly recommend this eco-friendly experience!
I absolutely did not regret booking this tour! From the very start, I was blown away by how professional the team was. I never expected them to be so organized ... everything from the transport to the timing was seamless. It really allowed me to just relax and enjoy the experience without any stress.
